2026-2027 Novice Policy Packet

Below are the arguments that we have selected to be included in the 2026-20267 Novice Policy Debate Packet! This only applies to HIGH SCHOOL NOVICE Division, and all other High School Divisions can read any arguments in line with other rules and guidelines.

It also only applies for the first two tournaments of the semester! After that, teams are welcome to read whatever they would like.

Middle Schoolers in ALL DIVISIONS are restricted to using packet evidence for the entire season.

It is also imperative that when the packet is in effect, that we adhere to the "spirit" of the arguments as they exist in the packet. That means that you should NOT re-highlight evidence from the packet to make new non-analytic arguments that divert from the original intention of the evidence.

Single Payer Affirmative

This affirmative case can be read in any DKC tournament! It also utilizes the evidence from the NDCA packer and so you may utilize it at any suburban tournament that restricts novices to the NDCA packet.

We opted for the "Inequality" and "Death Gaps" advantages, but we also included the "Pandemics" advantage as a "2AC-Addon."

Also included are responses to the many case arguments that are included on the "Case Neg" file.

Single Payer Case Negative

The arguments in this file are designed to be read against the Single-Payer Affirmative Case! It has answers to the affirmative's on case.

Pharma Disadvantage

This file contains the "Pharma Innovation" disadvantage, which argues that the single-payer affirmative will impact the ability of the pharmaceutical industry to innovate new drugs, as well as backup evidence for the 2NC and/or the 1NR to read.

Public Option Counterplan

This file contains the "Public Option" Counterplan that suggests that instead of doing "Single-Payer" which would replace all employer mandated insurance with government provided alternatives, the government should provide a public insurance option while leaving the rest of the industry intact. This argument was designed to be read against the Single-Payer Affirmative alongside the Pharma Disadvantage.

Capitalism Kritik

This file contains the "Capitalism" Kritik. It is a critique that argues that the single-payer affirmative is a neoliberal reform to the capitalist system that affords it more wiggle room to continue which will have disastrous consequences. It argues that we should instead organize to seize the means of production. This is a more advanced (but as far as critiques go, quite simple) argument that you can give to your students who are interested in a different style of argumentation.
